Anonymous ftp with vsftp

I have been working on this for days and need help. I have install RH
9's vsftpd and followed all the doc's. and internet comments I can find,
but anonymous ftp errors out when trying to upload or download files.

I have changed the vsftpd.conf, created the directories, chown'd and
chmod'd as the doc describes. I tried opening permission wide and no
help always get error that it can't create the file when trying to
upload a file.

Is anyone else using anonymous ftp with vsftpd and can confirm it works?
Maybe point me to other doc's or things to check.
