Connection Refused to localhost?

I've recently setup numerous RH9 servers and desktops. I choose "No
Firewall" during the install process. I am trying to configure Samba
via SWAT but when I try to access http://localhost:901 or 127.1.1.1
from a browser (Mozilla) I get an error stating "The connection was
refused when attempting to contact localhost". I've googled and linux
forumed this one to death and found numerous posts from others with
the same problem but no resolution. Does anyone have a fix for this
issue? or a suggestion as to what could be causing it?
