Eclipse on Redhat 9 - Permissions

Hi There,
I am having trouble installing Eclipse on Redhat 9.
I can get it working if I am logged in as root but not as a user.
How would I set the permissions up to use it as a user only?
The JVM I have also installed in /usr/local
