How to make chmod / chown work with windows Fat 32 partition

Hi!

I have RH9 and WindowsME on my machine. The windows partition is mounted
through an entry in the /etc/fstab like
/dev/hda1 /windows vfat defaults 0 0

Only root can read, write and execute the files in this partition. Other
non-root users can only read or execute.

When I tried chmod to change the permissions for this directory or any
file inside it, it says 'Operation not permitted'. chown also does not work.

Is there any way by which I can make this directory writable for
non-root users? Please help
