Mine didn't to begin with. I was fishing around for some kludge to
stop X from locking up, and I found that option listed for a
completely different purpose somewhere on the nvidia.com web site, so
I copied and pasted it, just to see what would happen, and it worked.

In my obviously other-than-expert opinion, that would be another bark
up the wrong tree. my /dev/nvidiactl doesn't have executable
permissions either - it has "crw-------" and I don't have any trouble
starting X sessions.
Seeing as nothing else has cropped up for so long, did you try some of
the things I suggested, like determining whether a newly-created test
user ID could start an X session, or whether display managers like kdm
or gdm could open sessions for non-root users? No guarantees of
course, but when something that is working for virtually everyone
isn't working for you, sometimes the problem is some odd improbable
fluke that an expert would rarely think to suggest.
