How did you make the ks.cfg file available?
On a floppy? like: linux ks=floppy

Doing this, the setup progam uses the network settings of your ks.cfg file.

I encountered problems when using the ks.cfg file from a http server:
linux ks=http://server/dir/ks.cfg

Doing the last, your machine will do a DHCP request to get on the
network and fetch the ks.cfg file. During installation the setup
utillity pops up to ask for network settings.

Maybe this will help you?
