rh9 kde notification sounds locking soundcard

If I enable notification sounds in KDE, I can't play mp3s. I get a message
box telling me to check my soundcard config. If I switch users - to one
without notification sounds, I can play the mp3s.
To fix, I have to turn off the sounds and run #sndconfig.
$sndconfig can't write to the device.
The other strange thing about these sound notifications is that since
turning them on (which I will NEVER do again) my passwords
don't echo - even though in control center I have password echo
set to *.
This is obviously not a big problem. I really don't need to hear my
windows go swoosh, but this weirdness worries me.
Do I have a corrupted config or something?
