Files not inheriting folder permissions?

I have the following scenario, I'm new to this so I'll explain as best I
can:
I have a folder, /var/spool/filter which is used by a mail scanning program
to store stripped attachments (Windows exe's and that sort of thing).
The scanner script is called as user "filter", which is a member of group
"filter".
There is also a user "helpdesk" in group "filter" - the idea is that our
Helpdesk could retrieve any stripped attachments using the file management
module of Webmin.
These are the permissions on /var/spool/filter:
drwxrws--- 3 filter filter 4.0K Sep 28 14:24 filter
What I'm finding is that when an attachment is stripped using the script
(anomy sanitizer) the quarantined file doesn't inherit the group
permissions from the parent folder, so the Helpdesk user cannot access it:
total 4.0K

I'd be grateful for any pointers on what I need to be doing to work around
this. I notice if I "su" as filter and create a test file in
/var/spool/filter it is readable by the helpdesk, so I'm wondering if it's
something to do with the way the script is invoked (as per
http://advosys.ca/papers/printable/postfix-filtering.html)
