hardware problelms

when i check the hardware of my computre using lspci some of the
hardware were
00:11:0 ethernet controller:macronix inc [mxic] mx987x5 (rev 20)
00:12:0 usb controller:nec corportion usb(rev 41)
00:12:1 usb controller:nec corportion usb(rev 41)
00:12:2 usb controller:nec corportion usb2(rev 2)
however, althoug the ethernet card showed in the list of "lspci", i
get the message "device was not found", when i tried "/sbin/ifconfig
eth0". so what does it mean if it exists in lspci list?. Also, i
checked the /proc/interrupt, it was not there too. how do i force
linux to see it?
Also, usb pci card show in the list of lspci. but it did not show in
/proc/interrupts. and i connected external hard drive in usb, but i
can not see the hard drive. by the way, how do you access external
hard drive?
