apt doesn't magically upgrade software. It must first be packaged, then
provided by repositories you're using. Clearly, php-4.3 isn't available
that way (yet).
Further, I doubt redhat will make php-4.3 available officially for anything
before redhat 10 (or whatever it is/will-be called).
