How to change the order of services?

I'm using on my redhat 9 system ppp internet. My problem is that when I
shutdown my pc, the ethernet service is shutdown before my ppp
connection, with the consequence that I cannot connect to my internet
provider for 5 minutes because of the "hard" shutdown of the internet
connection. How can I change the order of shutdown, that my ppp
connection is shut down before my ethernet connection?
