Can't do a shutdown

    I have two redhat 8.0 systems with KDE.

One of them when I go to logout I have options of turn off computer,
logging out and restart computer.

The other one just gives me an option of logging out.

I am logged in as root on both systems.

I'm new to linux and trying to learn step by step as I run into
different problems.
