not being able to write to /mnt/floppy

I am trying to write to a floppy disk
i did
suri$su
root$mount /dev/fd0 /mnt/floppy
root$exit
suri$cp blah /mnt/floppy
Permission denied

I tried changing group , owner and also tried chmod on /mnt/floppy but
of no use.
I know theres a way to write to /mnt/floppy as a normal user.
How can i do that?
Alos do i always have to become root to mount.
I tried mount as normal user but the error message was
'only root can do that'
