CD-R written with boot image won't boot

I generated a CD image with
mkbootdisk --device /stuff/xp/boot/bootcd.img --iso 2.4.20-8
mkisofs -v -r -T -J -V "My CD" -b boot/bootcd.img
-c boot.catalog -o -no-emul-boot mycd.iso /stuff/xp
cdrecord dev=0,0,0 speed=24 -pad -V -eject mycd.iso
All the files were written to the CD (about 500 Mb in all), but it won't
boot.
On my Dell, F12 gets me to the Boot Device Menu. The CD is in the drive,
the light on the drive flashes several times, and I can hear it spinning. I
select Boot from CD, but nothing happens, it just sits there displaying the
Boot Device Menu. (I installed my Red Hat system using this boot-from-CD
procedure, so I know the hardware works.) Nothing I type on the keyboard
matters, except Ctl-Alt-Delete restarts the hardware boot procedure.
I added -no-emul-boot to mkisofs because at first it gave the error:
"Size of boot image is 2624 sectors --> mkisofs: Error - boot image
/stuff/xp/boot/bootcd.img is not the an allowable size."
and because mkbootdisk had displayed the message
"Size of boot image is 4 sectors --> No emulation."
I don't have a floppy drive, so it would be nice if I could make boot CD's.
