Email users

I need a way to get email users, that is: users that owns email accounts in
the server, but not system account.
My MTA is Exim and I have neomail to access by webmail, but I need create
these virtual users. Exim can deliver messages to this virtual users (it
write the messages in his directories), but I can't find a pop3 server that
can deliver the message via pop3.
I want to find something so easy as proFTP and its password file, where
users can access their FTP accounts with the uid of a real user.
