Xinetd doesn't reset its TZ value

When Linux is booted during daylight saving time (summer) - xinetd is
run as usual at boot time and the times got from daemons are retrieved
ok.
When winter time becomes active (1:00 --> 00:00 on 7th of April) -
xinetd is still running and times that are shown by all the daemons
are 1 hour before the "real" time. For example, in c code ftime() call
returns the same timezone value.
It happens in the opposite way when Linux is booted in winter and
summer time becomes active.
 
I'm searching for a solution that will give the right time by a daemon
without rebooting the machine every time daylight saving time becomes
active/inactive (reboot sets everything OK though).

Simple restart of xinetd doesn't help...

Any idea would be appreciated.
