One for network gurus

We have 6 servers on our network. Four of these are running RH9
(let's say they are called R1, R2, R3, R4) and the other two are
running FC1 (let's call these F1, F2). Also on the network is a
W2K PC. When on the PC, I can ping R1, R2, R3, R4 and F1 but
not F2. Also I cannot connect to F2 via ssh, but if I connect
to any of the other servers via ssh, I can then ping F2 and (of course)
I can then connect to it via ssh (this ssh being run on the server
that I connected to from the PC). If I'm on F2 and I ping the PC
I get packet filtered messages.
Clearly there is something wrong with the setup of F2 but I am at
a complete loss as to what it can be. There is no firewalling
involved (no iptables or any other firewall software anywhere on
the network. Any ideas as to what I can do to either mend the
problem or where to look to a solution?
This setup is to host a bunch of thin clients using LTSP.
When a client boot, it issues a DHCP request. If F2 responds
then the client hangs because there is route to the host
(as indicated by ping and tracert on the W2K PC).
