DNS for local network

Right, I've read a squillion documents, and I still can't make head or
tail of this...

I'm trying to set up a DNS server for a local network so that I can
query it for local hostname->IP resolution *without* using FQDNs.

IOW, I know how to resolve host1.example.com, but I want to be able to
resolve just host1.

Now I know I can do this with the hosts file - but I'm trying to avoid
that.

Can anyone point me at the right doc to read?
