Look at "/etc/profile.d/lang.sh" (on an FC-2 box, probably something
similar under RH9, I don't remember exactly). It obtains the
system-wide language setting from the file "/etc/sysconfig/i18n" and
the per-user language setting from "${HOME}/.i18n".
If all this fails, add a definition to your "${HOME}/.profile" file,
or its equivalent for your shell.
