TV-out question

Sorry in advance for my poor explanation skills...
Using Fedora C2 on an HP Omnibook XE3. As far as I can tell there is
TV-OUT output (a socket to plug in a cable).
My questions are:
Is it possible to use my DVD-ROM to view DVDs on my (parents')
television set (there are inputs in the TV for all uses)? Will I be
needing any more "hardware" than a video cable and a sound cable? Will I
have to set up the TV in any specific manner (would a SCART-thingie work
the easiest?)? What software do I have to use, and how do I set it up?
