Budding RedHat user with some questions....

Howdy everyone...

    I am a brand new RedHat user. I have basic knowledge of Linux I learned
from having user accounts on various systems in the past. What I have done
now is bought a dedicated server and I will be logging in via telnet for
server administration. Please bare with me if my questions seem to....
dumb...

1. I would like to setup anonymous FTP and also have user FTP only accounts.
How do I make FTP only accounts and is the FTP software included in RedHat
good enough or should I find some 3rd part FTP software?

2. How do I assign quotas to a system user account?

3. CIHost.com is giving me 8 IPs. How do assign a user an IP to host a
website? I am really at a complete loss here. For example... Joe comes to me
and says he wants http://www.joe.org as his site. How do I give him that?

4. Is it possible via SSH/Telnet to use the GUI of RedHat? How would I do
that if possible?
