Hello,

Several organizations / communities provides free binary
distributions fully equivalent to Red Hat Entreprise Linux.

Scientiifc Linux: https://www.scientificlinux.org/
White Box Entreprise Linux: http://whiteboxlinux.org/
CentOS: http://www.centos.org/
Lineox (non-free but cheaper that RHEL): http://www.lineox.com/

These distributions are rebuilt from the RHEL sources that
RH is commited to publish because of GPL et al. policy.
The only difference is that you do not get any support
from RH.

Did Red Hat Inc. publish any comment on that?

This somewhat defeat their decision to no longer distribute
Red Hat Linux after 9.0. Worse, they could previously sell
RHEL to those who wanted a more stable version than RHL.
Now, they get RHEL for free...
