fedora transfer decrease with ssh or sftp

Hi,

We experience a problem while transfering data via SSH or SFTP to an
fedora core 2 webserver. After 5 seconds the data transfer rate decrease
from 200 kbs to 7 kbs for a 5 MB file, while with the normal
FTP-Transfers doesnt exist any problems. Testing with WS_FTP, CuteFTP
and SSH-Client and testing from out and inside of the network.

We have a second server with the same configuration and versions for FTP
and SSH-Server without this strange issue, just another hardware.

Also we tested vsFTP and ProFTP, with passiv transfers on and off with
no solution. The hardware seems to be ok, lan for 100 mbit fullduplex.

Any have or had this problem and can help me to determinated how to
resolve this issue? May to search the problem in the raid controller or
LAN netcard?
