You can try downloading the pcmcia-cs-3.2.8.tar.gz from;
http://sourceforge.net/project/showfiles.php?group_id=2405
And build your own the directions are included in the downloaded package.
You will need the kernel-2.4.21-4.EL.src.rpm installed, you can download
from the same place you got the other kernel src.rpm file.
