Changing the mouse outline? KDE

I'm having an issue with my mouse cursor, when I start the system it has
an outline around it so that I can see it on a dark background, but
after a screen saver or some other GUI presentation I loose the outline
and just have a black arrow.

Any ideas? I've looked through all the menu items, but I don't really
see any way to change the cursor.
