Mouse speed & monitor refresh issues

I've been having problems trying to adjust my mouse sensitivity and
monitor refresh rate in RH Linux 9.0

I like my mouse to be very sensitive; moving it about 2cm across the
table moves it across my screen. I maxed out the sensitivity in Red
Hat's KDE GUI but it isn't sensitive enough for me. Is there a file or
something I can manually edit to max out the sensitivity some more?

Also, Linux seems to cause the GUI to occupy 70% of my screen area, in
the bottom left. It also has a visible flicker. How do I increase the
refresh rate to 85Hz (my monitor is an Iiyama Vision Master 1451
LS902UT with a Sapphire Radeon 9800 Pro gfx card)? When I access the
control panel for the monitor, it assigns a generic driver to my gfx
card and only can give the refresh rate ranges, not the actual values.

I basically just want to set my refresh rate to as high a value as
possible with my monitor.
