MYSQL running on Linux

I have mysql database running on a linux system, I try to use MYSQL
administrator on a windows System to administer MySql on Linux and for some
reasons i can't connect even though the two computers can ping one another,
On the linux computer i always start mysql by using this command
#mysql -u root mysql

On the windows computer i entered

Server Host:192.168.*.*
Port:3306
Username :root

and it is giving me this error
*************************************************************************************************************
"Could not connect to the specified instance

MySQL error number 2003
Can't Connect to mysql on "192.168.*.*" (10065)

if you want to check the network Connection, press ping
***************************************************************************************************************
and i can ping alright
