As far as I know there isn't any free tool to backup Outlook Express email
directly that will then import it to a Linux program. I haven't done
extensive research but I didn't find anything the last time I looked, which
was about 6 months ago.
However, if you install Thunderbird on you Windows machine, then use the
import function of it to import your OE mail you can then do a backup of the
Thunderbird mail which I THINK you can then import into Thunderbird in
Linux. I haven't tried it but I can't think of any reason that it wouldn't
work.
More knowledgeable heads may have better ways.
