Assuming bigger and better why not. Because you're not going to use
the hdb, why not add new hd as hdb moving the Mandrake hdb to hdc.

No, FC3 is bigger, better, chocked full of goodies, FC2 is going to

Grub is better and Lilo changes won't be necessary if you installed
the new HD as hdb. Copy files from hdc to new hdb. Install NTFS rpm to
access NTFS hda to copy files from an NTFS formated hda.
If hda is FAT just mount and copy or copy folders to hdb before installing
new hd then copy all folders from hdc to hdb. Personally I find I've
missed files so I'd leave hda and Mandrake hdc intact until I'm sure
everything is copied.
