    Hi Moe,

it sounds like you have what is called a "Win-modem" that is a modem which
is optimized to work with Windows. There have been some work-arounds for
them, but the best possible action is to pick up an external US Robotics
fax and data modem on eBay or at the local used computer place. You could
buy a new external modem too. First, take a look at the various modems
which are known to work 100% with Linux. Go to:

    http://www.ibiblio.org/pub/Linux/docs/HOWTO/other-formats/html_single/Modem-HOWTO.html

    for an excellent tutorial.

Go to here to find a cheap modem which works out of the box and is Linux
    friendly:

    http://www.nextag.com/buyer/outpdir.jsp?nxtg=181347_E0FF9136C8EA2CD3&search=linux+modems

HTH, let me know if you need some moe info without any dough, ho ho ho!

    Cheers,

    Dave
