xinetd dead but subsys locked

    Howdy everyone...

    Linux newbie here but steadily learning. I am using Redhat 7.2.... I have
    been stumped on this one for 2 weeks...

    My ipop3d server is down. I was informed I would have to restart the xinetd
    file but I get the following error when I do: "xinetd dead but subsys
    locked". When I try and stop it I get this:

    ./service xinetd stop
    Stopping xinetd: [FAILED]

    and when I start...

    ./service xinetd start
    Starting xinetd: [ OK ]

    but the status says..

    /service xinetd status
    xinetd dead but subsys locked

    So its really not starting at all I believe.
