error: db4 error(16) from dbenv->remove: Device or resource busy

Hello Gurus,
On my system in the middle of "rpm --rebuilddb", the system got
rebooted because of some power problem. Since then, every time I
perform the above command I get the following error.

error: db4 error(16) from dbenv->remove: Device or resource busy

any number of reboots did not fix this. Is there any way to fix this?
