configging SFTP

I'm not sure if this is the right group to post this in. If not, send me on
my way... ;o)
I'm trying to set up a new user with SFTP access. I only touch my linux
server maybe once a year, so I'm always rusty. I've given this user a root
directory, plus permission to log in via SSH. But when I try to log in with
an SFTP client, it hangs on the 'initializng SFTP connection...' step.
IIRC, there was some sort of other config file somewhere that I had to add
this user too, but I"m at a lost as to what that was.
Anyways, is there a standard set of config files I need to update whenever
adding a new user that I want to grant SFTP access to?
