Don't know about FC1, which is two plus releases behind, but it should
have the inn packages. This is from the package list for the slightly
less obsolete FC2:

   inn 2.3.5 The InterNetNews (INN) system, an Usenet news server.

    2038837 May 7 2004 inn-2.3.5-9.i386.rpm
     162756 May 7 2004 inn-devel-2.3.5-9.i386.rpm

FC3 is using 2.3.5-11, while beta releases of FC4 are using 2.4.2-2.

You may not need anything as complex as INN. Leafnode and slrnpull (the
latter part of slrn) can be set for off-line reading, by pulling a
smaller selection of news off a regular news server (for ex. your ISP),
and you can configure your local news readers to use the feed they
provide.
