Quotas in a Red Hat Cluster

I'm running a Red Hat ES 3 cluster that attaches to a fibre channel storage
device and shares it out through NFS. My problem seems to be that when the
machines that connect to the storage device boot up they are not enabling
quotas. I have verified the rc.sysinit is supposed to be turning quotas on
using "quotaon -aug" and it says it works when booting up, however quotas
are still not enabled after boot. I tried turning on quotas in rc.local
also, but the quotas do still not enable until I log in and run the command
manually. Anyone have any ideas on why this might be happening?
