Your web server (Apache?) needs to be started some environment variables added.
In /etc/sysconfig/httpd, add something like:

LD_LIBRARY_PATH=/usr/lib/oracle/10.2.0.1/client/lib; export LD_LIBRARY_PATH
TNS_ADMIN=/util/bin/instant_client; export TNS_ADMIN

and restart the web server:

# service httpd restart

In the case above, I am using Oracle's "Instant Client" libraries. If you have
Oracle installed locally, your paths will look different.
