Getting vsftpd on Redhat 9 to work

Hello,

I have Redhat 9 with an Apache server and want to use vsftpd to serve the
multiple virtual web servers.

I have enabled it as a service on runlevels 3,4, and 5. And enabled FTP on
the firewall.

But cannot seem to get FTP to work. I have tried both anonymous and account
based ftp, Windows FTP clients, gFTP client, but nothing seems to work.
