Sounds like you have Hebrew fonts installed. There are issues with
some encodings but what they are I'm not sure -- can't read Hebrew.
Most bi-di fonts/languages have issues re: composed letters -- letters
produced by pressing two or three keys to place special marks.

Anyway, to get gnome running with Hebrew you might try this -- I have
not ;-)
