according to the documentation you're citing there's no need for the
format and a simple overwrite is sufficient.
I took it to mean that I can simply run the growisofs command on a
dvd-rw that has been previously recorded
and it would do the rest, but
it refuses to do this claiming
that the disk is not empty or some similar error.
Would you know what actual argument combimation does work, or whether
'overwrite' means using some other tool?

OK, I'll make it easier to understand, since you did not quote my reply
from it, I will;

If you want to nullify the media, e.g. for privacy
reasons, do it explicitly with 'growisofs -Z /dev/scdN=/dev/zero'
(remember seeing this??)

My DVD burner is /dev/hdc so as an example;

$ growisofs -Z /dev/hdc=/dev/zero
WARNING: /dev/hdc already carries isofs!
About to execute 'builtin_dd if=/dev/zero of=/dev/hdc obs=32k seek=0'
/dev/hdc: restarting DVD+RW format...
/dev/hdc: "Current Write Speed" is 4.1x1385KBps.

:-( write failed: No space left on device
/dev/hdc: flushing cache
/dev/hdc: stopping de-icing
/dev/hdc: writing lead-out

Actually takes about 25 minutes on my laptop system, I then can write a
new data session to the DVD+RW media (can do the same with DVD-RW media
but I only have DVD+RW available).

Notice I used the actual device (/dev/hdc) in the growisofs command
instead of the sym linked /dev/cdrom;

$ ls -l /dev/cdrom
lrwxrwxrwx 1 root root 3 Feb 22 09:40 /dev/cdrom -> hdc

You might want to check that your burning DVD media rpm packages for RHEL3
are current;

cdrecord-2.01.0.a32-0.EL3.2.i386.rpm 25-May-2005 10:44 467K
dvd+rw-tools-5.21.4.10.8-0.EL3.2.i386.rpm 25-May-2005 10:44 81K
mkisofs-2.01.0.a32-0.EL3.2.i386.rpm 25-May-2005 10:45 466K

Update!! you may want to try this instead....

Build the cdrtools and dvd+rw-tools packages from the sources;

http://download.fedora.redhat.com/pub/fedora/linux/core/development/SRPMS/cdrtools-2.01.01.0.a03-3.src.rpm
http://download.fedora.redhat.com/pub/fedora/linux/core/development/SRPMS/dvd+rw-tools-5.21.4.10.8-6.2.1.src.rpm

Then all you need to do is something like;

growisofs -dvd-compat -Z /dev/hdc -joliet-long -max-iso9660-filenames -J -V
-R /path/to/the/files/*

See 'man mkisofs' (after building from source) minus the single quotemarks
for the details and other options.

What I installed after building the binaries;

cdda2wav-2.01.01.0.a03-3.x86_64.rpm
cdrecord-2.01.01.0.a03-3.x86_64.rpm
cdrecord-devel-2.01.01.0.a03-3.x86_64.rpm
dvd+rw-tools-5.21.4.10.8-6.2.1.x86_64.rpm
mkisofs-2.01.01.0.a03-3.x86_64.rpm

And for the sake of completeness;

$ cat /etc/redhat-release
CentOS release 4.2 (Final)
$ uname -r
2.6.15.4a
