SU to root but still cannot access root commands

I login as an ordinary user and then SU to root without any problems.
As root I try to use root commands such as useradd, userdel, usermod
etc. The system messages states "command not found". If I completely
logout and then log back in as root, the commands work fine. Does
anyone know why?

Running RH 9

Thanks
Mark
