login as an ordinary user and then SU to root without any problems.
As root I try to use root commands such as useradd, userdel, usermod
etc. The system messages states "command not found". If I completely
logout and then log back in as root, the commands work fine. Does
anyone know why?

Try entering "su -" instead of "su" on the command line. That will put
those commands you mentioned in the path.

For more information "man su" or "info su"
