problem with yum

I was running my own repo for rhel 4. I uninstall yum on the repo and
reinstalled it with the same version,

now I am getting an error when running yum update

Setting up Update Process
Setting up Repo: local
http://localrepo/up2date/repodata/repomd.xml: [Errno 4] IOError: <urlopen
error (111, 'Connection refused')>
Trying other mirror.
Cannot open/read repomd.xml file for repository: local
failure: repodata/repomd.xml from local: [Errno 256] No more mirrors to try.

any idea why?
