trying to resolve a long issue of understanding

hello all,
have some definite questions which i am a bit confused about, and would
apprechiate any insight or info:
here are my questions:
1.) ############################################
question 1
I am going yo install openSSL on my RedHat Linux Enterprise 4 server,
and I wanted to know if the correct file to install (I have RPM
installed), will be the below info?

title >> The OpenSSL toolkit.
my os >> Red Hat Enterprise Linux 4 sources for x86_64
download >> openssl-0.9.7a-43.1.src.rpm
2.) ############################################
question 2
I am currently studying about PEAR, and a SDK that I am planning to use
says I need PEAR installed on my server.
I need to mention that my server is live, active, and hosting multiple
websites. Will the installation of the PEAR rpm cause any damage or
change any PHP configuration settings which could cuase my sites to
fail?
Also, I cannot find any PEAR rpm for Red Hat Enterprise Linux 4. Can I
use a Fedora package?
Any suggestions on this?
3.) ############################################
question 3
I have been told .rpm files are the best for installation, but what
about .tar or .tgz files? what is the main difference and why should I
use any of them? Are they basically the same?
