No, it is not possible to upgrade Red Hat 9 to Fedora Core 6.
Is /home on your current system a separate partion?
My advice is to back up your /home partition or directory to another hard
drive, partition or cd/dvd.
Then install FC6 from scratch, create the users you need and restore the
files you need from your previous /home.
If you have sufficient disk space I always recommend having /home on a
separate partition, preferrably created with LVM so that more disk space
easily might be added in the future.
