I don't have an support entitlements, and RedHat appears to be no longer
giving demo entitlements for up2date.
Is there a way to obtain these outside of using Redhat's Up2date?

You can build them from SRPMS that are available from Red Hat. The
SRPMS for the RHEL 4 version ( i386) are available for free download
at ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/en/os/i386/
SRPMS/
