I think the best place would be /tmp but do not want it to run from /
tmp/x.

I use to download files to /usr/install
On some systems this is a complete file system on a separated disk
( or partion ) on other it's imply a directory. Where it's a separate
disk or partition, /usr/install is a link to the mount point.
One downloaded I use to compile and install ( make, make install )
after specifiing during the configure, where the binaries should be
installed ( /usr/local ? or anywere I find convenient. ) *.rpm are
installing automatically where supposed to be ?
Having every download an installation done from /usr/install allow
that file are only downloaded once, we know for sure where they are
what can be removed, compressed etc.
