More specific, the /lib/modules directory will be filled with kernel modules. /lib is on your / filesystem.
You could try to remove some old kernels to create some space.

Broken grub.
Try booting from CD1 and go into rescue mode.
chroot to the hard disk, like suggested by the rescue environment
from there try a grub-install /dev/hda (or which device the MBR should be put on).
