Is it possible to resize an existing partition / or /boot
I am trying to upgrade kernel and I believe /boot is out of space

Yes, but your /boot is not a problem besides the /boot is only using 70%
of it's allocated space. But your / root only has 2% of space
available, ie, 20m. Probably not enough room for /opt, /etc files.
IMO, your setup is a mess. I'd backup everything on /home, including
hidden files, verify good backups, then delete and reallocate to just 2
partitions on 2 VolGroups.
LogVol1 /
LogVolHome /home
Then reinstall Linux and restore /home to the LogVolHome.
Frankly, 30G is enough for / (including /opt, /boot. /usr, /tmp, /var)
then /home would have 215G to repartiton, allocate other folders, etc.
The other way of deleting, moving, resizing Logical Volumes Groups is
more trouble than you need.
Bottom line, go with 2 partitions (or LVG if you're using them) for /home
(for just about everything) and / (for all other system folders).
I've used Gparted LiveCD and Knoppix LiveCD to non-destructive, resize
partitions but IMO you're better off starting over.
