Mod_Rewrite

How would I write a mod_rewrite rule such as this?

--If a person tries to open a *.swf file-- (by typing in the address bar of browser)

--Then redirect them to http://www.tohere.com--

And where to I put the code on my server? In the httpd.conf? Thanks a lot.
