vsftpd-1.2.1 anonymous upload

I have used vsftpd-1.2.0-4.i386 on RHEL3 for a long time.
Recent update was to vsftpd-1.2.1-3E.12.i386.
anon_umask=000 is in vsftpd.conf and the new vsftpd-1.2.1
does not honor the umask=000. Behaves like umask=077. I reinstalled
the vsftpd-1.2.0 and updated my "Packages to be Skipped" list.
Permissions behave as before.
